I've found some How-Tos on making bowls for decoration, but I'm not sure just a plain old record would stand up to having cigarettes put out on it, plus how could I plug up the hole & also not wreck the label on the record if I wanted to keep it intact? This isn't an necessity but it'd be nice. Thank in advance!
First, DON'T use vinyl records for cigarettes... the glowing end is way too hot and will burn the plastic (the resulting fumes wouldn't be very good for lungs either).
You could put a small glass, ceramic, or metal bowl or plate or something similar into the bottom of the vinyl bowl though --the part where the cig would be extinguished, etc.
Doing that would make the bottom of the bowl flat, but if you want to cover the hole visually (if not using as an ashtray especially), you could just glue a button, coin, or other flat-sh shape over the hole. Or you could fill the hole with an air-dry clay, or use a polymer clay. If you use a polymer clay, make the shape you want in the hole, then remove it and bake, and glue it back in (if the clay isn't firm enough to remove witthout distorting it, put the whole bowl in the frig or freezer for awhile to stiffen the clay up a bit).
