In my '91 LeBaron, the cigar lighter works but a phone charger doesn't. Does the cigar lighter in a 1991 LeBaron double as an electrical outlet?
The charger works in other cars, but not in the LeBaron.
Try the charger in another vehicle - if the lighter works, 12 volt adapters should work also.

Hey, I'm trying to get my brother a nice gunmetal cigar torch for x-mas since i dropped his "old" new one a few weeks ago and scratched it. (I've never seen anyone bitch so bad over a dropped lighter) So can anyone help me out?

There is no real difference, but there are specialty lighters made expressly for cigars.
Zippos can be used and it does not 'leave' a bad taste on the cigar. It will initially but will disappear within a puff or two.
Matches will also leave a 'bad' taste unless you allow the sulfur to initially burn off before lighting a cigar
A butane lighter does burn cleanly and will not affect taste from the get-go.
The best thing to get is a torch lighter. Colibri, Prometheus, Vektor and Xikar are a few well known brands. Colibri's have been notorious in the past for being junky, but all torch lighters require a little more care than a regular butane lighter.
where can i go to buy a replacement cigar lighter fuse (i would prefer to do it in person as opposed to online) or where can i go to have it done?

Any autozone or car parts store will have the fuse and may install it for you for free.You can look it up in your manual to find the location and fuse map.Its easy.
My cigar lighter keeps blowing the 15 amp fuse
pinch the edge of it with a pair of pliers and rip it out
yeah I know it sounds drastic but the replacement will push in from the front and click into place
try halfords for a replacement
I know where the actual fuse box is, I just don't know what fuse it is. Anyone know?
Fuse # 19 in the fuse block its a 20 amp (yellow)
